So, hypothetically, if one was planning to do not-exactly-Nanowrimo with a personal goal of 20,000 words, is it considered acceptable to sign up to Nanowrimo? I mean, yeah, who's gonna stop me, but I don't really want to crash a party for my own purposes if it's just not done.

Aaand if it's not done, where does one get one of those nifty little dynamic word counter widget things that keep track of your overall wordcount for a given amount of time?

Well, they don't say it, but nobody's going to come after you with sticks if you don't meet 50,000. My track record to 50,000 is pretty scrubby, and I'm definitely not going to meet it this year, either-- I'm going for maybe 10,000, and I know at least one other person in my immediate circle who's going for a more 20,000-ish range, so. :D

Well if lots of people are doing it and they aren't saying not to then I assume it's okay by them! (Well, and I also am probably not going to try and meet the goal with one single story, but maybe two or three, which doesn't follow the rules, but if I'm not planning on winning anyway...)

I have been in Nano since 2002, and I have won twice. o7 I SAY IT IS OKAY, YEA VERILY. Nano's really more about getting writing done than about winning.
